I don’t know of any other treatments besides plastic surgery. It’s just the way your pectoral muscles developed and how fatty tissues inadvertently get deposited around them. I’ve got a killer bench, can do push ups all day long and generally have good cardio health too but outside of surgery there isn’t really anything else I can do about ‘sculpting’ my lovely man-boobs. They look alright in shirts though, I suppose…no one’s ever said anything about them…maybe I’ll consult a plastic surgeon, too. Dang, touche!
Since you have undergone surgery before, I suggest you go back to your surgeon and find out the reason behind your current situation. Is it due to still have remaining glandular tissue or just new fat tissue?
There are some non-surgical treatments but only applicable to selective cases, ie. pseudo-gynecomastia. If your gynecomastia is due to excess fat, you may want to try some workouts, ie. DB bench press and other chest exercises. Adjust your diet. You may want to try tumeric and more alkaline food.

The cost can vary from where you get the procedure done. In countries like Mexico, Costa Rica or Thailand it can cost from 3 to 4 k USD including all expences. In the USA it would cost about double of this.
