Nope, my body is very fit. I know its not fat, its definitely tissue

I have lose about 25 pounds and gut my body fat percentage about 7%. I am still working to continue to loose fat and add muscle. I have not seen much if any reduction in the gynecomastia. Will it go away or will I need surgery?
